ECONOMIC DEVELOPMENT PROGRAMME FOR THE ZÁHONY COMPLEX
The strategic objective of the economic development programme is to provide the necessary infrastructure for the creation of added value through the manufacture of end-products from raw and processed materials, in addition to further extension of existing warehousing, packaging and distribution facilities.

- Development of an industrial intermodal and logistics hub (EUR 15.7 million)
- 170 hectare industrial park with comprehensive infrastructure to attract outside investment.
- Hub for transfer from broad to standard gauge railways.
- Providing suitable road access for cargo traffic with bridges rather than level crossings.
- Flexible land allocation.
- Project completion scheduled for late 2010.
- Development of infrastructure to support logistics and other economic activity:
- Reconstruction of rail infrastructure (EUR 73.2 million): this module will include renovation to increase load capacity of 43 km of broad gauge tracks and prepare the region to accept and transfer cargo traffic arriving from the West and Far East.
- Development of traffic infrastructure in the region in harmony with industrial and logistics investments (EUE 28.2 million): creation of a road network to support considerable traffic generated by the industrial and logistical areas and divert through traffic away from towns.
- Support for small and mid-sized enterprises in the region:
- Extension of intermodal logistical capacity.
- Fostering of ties between capital-rich investors and local suppliers.
- Promotion of general and particularly IT development of companies involved in the logistical cluster.
- Development of business consulting services.
- Support for secondary and higher education to promote logistics activity and retraining
- Promotion of specialist and further training through infrastructure and human resources development of higher education in Nyíregyháza with possible expansion to Kisvárda.
- Development of specialist courses at Kisvarda and Záhony secondary schools.
- Training, retraining and further education programmes to prepare the workforce in the broader region to meet increasing demand for labour brought by the developments outlined above.
- Complex marketing and economic programme, as well as diplomatic management of traffic issues related to the development, to attract investment to the region.
- Creation of new land-use plans for the 16 settlements effected (220 km2, population 50,000) to locate areas able to support the arrival of new labour.
